From the formless remains of the old gods some parts have coalesced into a representation of the things that hold societies together: Laws and tradition. This is Ruurik, still barely aware, slowly emerging from centuries of existing without conscious will or thought. He feels drawn to places where creatures live according to ancient laws and customs, places where the group is counted above the individual. The dwarves are therefore his favorite choice - and when he manifests he will usually do so in a dwarven form - but his also concerned with the other races.
Ruurik is patient and reluctant to make his power felt directly. The world's perfect state is when it is running according to its internal mechanism and people live and work in well-defined paths and roles. Every intervention is a sign that things are not as they should be. He is slowly realizing though, that without action the world might indeed be running towards ruin.
Ruurik died alongside the other old gods at the end of The Shadow War.
